He has also developed several custom applications for the Department and a one-day internet training course for detectives. His expertise and creativity are instrumental in the fight to protect all New Yorkers from terrorism. Sergeant Detective Squad John Moynihan Joint Terrorist Task Force Sergeant Moynihan helped establish the Michael Buczek Little League which was named in honor of a Police Officer who was killed in the line of duty. The League has provided over 12000 children from Washington Heights Inwood and the Bronx with the opportunity to play baseball in a safe environment while fostering sportsmanship teamwork and positive community relations. The Foundation and its members have played a pivotal role in all aspects of our work from our first bullet-resistant vests to the computers that put the comp in CompStat to the IT infrastructure of the Lower Manhattan Security Initiative. Additionally our International Liaison Programwhich gives us unparalleled access to fast on-the-ground information in areas across the globe integral to the fight against terrorismwould be impossible without the Foundations support. And your work has been instrumental in our Model Precinct Plan including innovations like Neighborhood Policing the Community Partner Program NYPD facilities upgrades enhanced in-service training and a comprehensive modern communications strategy. We have driven crime down to its lowest level in 50 years and that is thanks to the significant help and support of the Foundation. 2016 will no doubt be an historic year for the Department and for the city and I am so grateful for the opportunity to partner with the dedicated men and women of the New York City Police Foundation. Bratton Police Commissioner 50 The NYPD which has led the way in municipal crime fighting and counterterrorism in the past two decades is at the cutting edge again designing and building tomorrows police department today. Police Commissioner William Bratton The New York City Police Foundation continues to provide strategic resources for NYPD initiatives that make the city a safer place to live work and visit. Throughout its history the Police Foundation has jumpstarted organi- zational operational and technological change in the NYPD. In the upcoming year we will be focusing on building the NYPDs new policing model and on continued vigilance against terrorism. One of the Police Foundations key initiatives will be the Model Precinct Program a precinct-by-precinct effort to implement innovative new policing strategies which include the Neighborhood Policing Plan the Community Partner Program NYPD Strategic Communications and NYPD facility upgrades. Our goal is to build morale among the police and trust between the police and the public they serve. Additionally the Police Foundation will be supporting the NYPDs ongoing efforts to protect the City from terrorism. The NYPD has developed one of the most comprehensive counterterrorism initiatives in the country and at the core of these operations is the Foundation-supported International Liaison Program. This unique program stations Intelligence Officers in 13 interna- tional cities to work with local law enforcement agencies to provide firsthand in-depth analysis to their counterparts back home. The Police Foundation has an impressive track record of driving change in the New York City Police Department. The Foundations work will continue to keep the NYPD at the cutting edge of innovation as we begin a new era in policing and a path to a safer fairer city. ANEWNYPD 51 52 ANEWCOPINTOWN The Neighborhood Policing Program restores the patrol officer to the role of the problem solver and community guardian who knows the neighborhood and works closely with residents. Twenty precincts have been restructured to free local officers from responding to 911 calls. The plan works at the sector level the subdivisions within precincts. It decreases the number of sectors in a precinct to four or five sectors closely aligned with genuine neigh- borhood boundaries. It assigns the same officers to the same sectors on the same tours helping the cops to know the neighborhood and the neighborhood to know the cops. The Neighborhood Policing Plan staffs patrol with enough personnel that each sector officer has the latitude to answer calls solve problems and work with the neighborhood keeping engaged with local residents and local issues. In addition to sector officers the plan assigns two Neighborhood-Coordinating Officers NCOs in each sector to work closely with community members to identify problems to develop intelligence about crime and to broker and lead problem-solving and crime-fighting efforts. For years we asked and expected patrol officers to connect better with community residents but we have never given them the time to do it. In the busier precincts they run from call to call to call and never have a chance to get to know people in a non- enforcement context. When you are pushing a radio car to 20 calls a shift youre not connecting with anyone. To really change the police and community relationship we had to change the way we do business. We had to change the basic patrol model. Chief of Department James ONeill Foundation support Production of materials and events to explain and promote the program. Surveys conducted in each Neighborhood Policing Precinct to identify community concerns and perceptions of police. 73 Precinct Brownsville A variety of youth services in conjunction with the Brownsville Community Justice Center including internships leadership training computer learning labs and job placement. 47 Precinct Bronx Newly assigned NCOs distributed 5000 toys to neighborhood youth as an introduction to the program. 53 The Community Partner Program was established to connect new police officers with local leaders who introduce them to the neigh- borhood they will be policing. The program also facilitates Community Partners collaborating with sector officers and NCOs under the Neighborhood Policing Plan in an on-going effort to address local issues and fight crime. Having enlisted nearly 800 community volunteers since its launch in July 2014 the Community Partner Program is a key component in the NYPDs ongoing efforts to close the policecommunity divide especially in the Citys minority neighborhoods. Community Partners will also serve as ambassadors messengers and recruiters for the NYPD. As cops across the city work with community members more closely and completely the NYPD is building trust forging long-term relationships connecting with young people and empowering neighborhood residents to play an active role in reducing crime fear and disorder. FINDINGCOMMONGROUND ONLOCALGROUND The partnership program allows ordinary community based people like me to take an active part in how our community is policed. Our voices are heard and our presence is noted and appreciated on both sides. Citizens have someone who they can reach out to with their issues and concerns about police practices and the department has people they can talk with who are the pulse of the community. The Rev. Loren Russell President of the JLR Company Founder of Back in Stride Again Ministries and a current NYPD Clergy Liaison Foundation Support Production of the NYPD Community Partner Program training video which is presented to all new Police Academy graduates and at each precinct. 28 Precinct Harlem Community Partner Reverend Vernon Williams worked with the Police Foundation on several events including a Walk For Peace through Harlem. A cops and kids basketball program has been established for all precincts of Manhattan North. A citywide recognition recruitment and training session for Community Partners at 1 Police Plaza. 54 55 56 ALONGOVERDUE RENEWAL Foundation Support Soliciting major donations of furniture from corporations which will be distributed throughout the City. 73 Precinct Identifying equip- ment for the precinct gym. 33 Precinct Providing comfortable furniture for officers lounge. 79 precinct Providing furniture for lounge and lunchroom. NYPD Intelligence Bureaus Response to the November 13 Attacks in Paris On November 13 2015 a coordinated terror attack took place in Paris France. 130 people were killed and 368 were injured. The NYPD Intelligence Bureau responded immediately to the attack. Within minutes our detectives in Europe began to obtain detailed information that helped their NYPD colleagues back home. The following is a timeline of the events 60 London Paris MADRID LYON TEL AVIV AMMAN ABU DHABI SINGAPORE SYDNEY THE HAGUE 2120 hrs. The first explosion is reported outside the Stade de France where a soccer game was in progress. A suicide bomber had detonated an explosive vest killing himself and one victim. First shooting takes place at a restaurant on Rue Bichat heavily armed attackers arrived in a black sedan and fired automatic weapons killing 15 people. 2126 hrs. Another suicide bomber detonates his vest at the Stade de France and 2 more heavily armed attackers open fire on other restaurants. NYPD leadership is updated regarding simultaneous active shooter attacks. 2135 hrs. Members of the NYPD Critical Response Command are redeployed to protect critical infrastructure in New York from a similar attacks. 2149 hrs. Terrorists enter the Bataclan Music Hall and begin an attack killing 89 concert-goers. The NYPD Shield Program dissemi- nated information about the tactics used by the attackers to private sector partners throughout the City. Within hours the NYPD Liaison in Paris began obtaining actionable information. NYPD Analysts in NYC combed over information looking for NYC connec- tions. Intelligence Bureau Detectives in coordination with the Federal Government pursued leads relating to New York City. Later a second NYPD Liaison was dispatched to Paris to better manage the large amount of information being obtained. An NYPD Liaison was also dispatched to Belgium once it was determined that some of the attackers came from Brussels. Another Detective was redeployed to Turkey as some of the attackers had traveled through that country. Police Officer Peter Rivera 103 Precinct Police Officer Joseph Meeker 103 Precinct Police Officer Taylor Kraft 103 Precinct Police Officer Kenneth Healey 103 Precinct On October 24 2014 Police Officers Kenneth Healey Taylor Kraft Joseph Meeker and Peter Rivera were on foot patrol in the 103 Precinct when a freelance photographer asked them to pose for a picture. Moments later a man standing nearby suddenly removed a hatchet from his backpack and charged the officers striking Officer Healey in the back of the head. Officer Meeker ran to Healeys aid and was stabbed in the arm with the hatchet. Officers Kraft and Rivera fired at the suspect who eventually fell to the ground and radioed for help. Officer Healeys head injuries were so severe that there was no time to wait for medical assistance so Kraft Rivera and the severely-wounded Meeker worked together to transport Healey to Jamaica Hospital saving his life. The suspect was later revealed to be a religious extremist targeting law enforcement and the incident was classified as an act of terrorism.
